Act 44 Telehealth Certifications for Harrisburg Residents
Pennsylvania's medical marijuana program was amended by Act 44 of 2021 to permanently authorize practitioner certifications via synchronous interaction — real-time video. Per PA DOH's Practitioner FAQ: "Act 44 of 2021 grants practitioners the ability to issue certifications via synchronous interaction (i.e., real-time video)." Harrisburg residents in every neighborhood — Downtown, the Hill Section, Green Ridge, South Side, or anywhere across the city — can complete the patient consultation requirement entirely by secure video call from home.
Two separate fees — two separate recipients. The clinic's consultation fee is paid at booking and covers the telehealth visit. The $50 PA DOH annual ID card fee is paid separately and directly to the Pennsylvania Department of Health at padohmmp.custhelp.com. The PA DOH fee is non-refundable once submitted.

After your appointment: Complete patient registration at padohmmp.custhelp.com, link the practitioner's certification to your account, and pay the $50 annual PA DOH state fee. PA DOH processes within 7 days for printing and 14 days for mail delivery. Your physical PA medical marijuana ID card is mailed to the address on your patient profile. Present it with a valid PA photo ID at any licensed Pennsylvania dispensary. First-time dispensary visits may require an appointment.
